Ward office building

Municipal tender, item rate
A two-storey ward office won under open tender, with a public counter hall at ground level and offices above. Public work runs on a different clock: bills go through measurement, verification and treasury, and payment follows weeks later.
This is the job that set our rule of never running a public contract and a large private contract off the same cash flow.

What was difficult
Payment ran seventy-one days behind certification at one point. We paid our subcontractors on our own thirty-day terms regardless, financed the gap from reserves, and finished on programme. It is the reason we cap how much tendered work we hold at once.
